One of the most expensive American restaurants in Philadelphia (in fact, in the US), the Barclay Prime has some amazing food in a great contemporary atmosphere.  Dinners are $50+.  They are infamous for their $100 cheesesteak, which has haved kobe beef, fresh lobster, shaved heirloom tomatoes, triple cream tallegio and caramelized shallots on an artisanal bun.

Barclay Prime is one of the fanciest places you'll find anywhere, and it's definitely tops among the American restaurants in Philadelphia.  But for seafood, it's hard to top McCormick and Schmick's, and Ruth's Chris steak house has amazing food in a beautiful, relaxed atmosphere.

2.  Where to go for reasonably priced American restaurants in Philadelphia

If you are more in the mood for casual, there's two Applebee's and a TGI Fridays that are easy to get to and have wonderful service.  They're the old standbys - and have great bars, too!
